FCC Broadband Data Collection
Introduction
Better World Engineering has supported Operators, Engineering Firms, and Law Firms in the preparation of Broadband Data Collection (BDC) filings since the inception of the FCC system.
Our services include Fixed Wireless and Mobile Broadband throughput calculations and Mobile Voice coverage and signal strength calculations.
Our service is unique in the industry in that the FCC Specifications were implemented directly in the Better World Analytics BLAZAR Big-Data Platform, which provides high accuracy and consistent repeatability in the process.
Fixed Wireless
Better World Engineering supports three methods of computing the submission requirements for Fixed Wireless:
- Customer Location Data: In this submission, existing customers are matched to the CostQuest Fabric, resulting in serviceable locations. The resulting filing has minimal risk of challenge, since all serviceable locations are already customers of the operator.
- Throughput Shapefiles: In this submission, our engineers compute the signal strengths, the interference levels, and the throughputs available in the service area. The throughput service area is converted to a shape file and the shape file and supplementary data (explaining the computations) are submitted to the FCC.
- Serviceable Locations: This is the preferred method for FCC BDC computations. In this process, throughputs are computed in the same manner as above, but the resulting throughput service area is matched to the CostQuest Fabric, resulting in serviceable locations.
Mobile Broadband
The Mobile Broadband process for FCC BDC filings is similar to the Throughput Shapefile process for Fixed Wireless.
Once throughputs are calculated, shape files and supplementary data are provided for upload to the FCC BDC site.
Mobile Voice
Mobile Voice submissions are based on in-vehicle and outdoor stationary service types. For each service type, we determines the contour of the service area and create a shape file. Within the service contours, we also provide signal level references in 10dB increments between the edge of the voice coverage and the transmitter location.
Certification by PhD or Professional Engineer
Our technical approach to the BDC and the accuracy of our results allow us to certify the filing with either a PhD or Professional Engineer's letter. This is a future requirement for the FCC's filing process and Better World Engineering makes it available to all customers and partners now in advance of the requirement.
